Jurisdiction Accords
for Arena / Hwarone / Mileth / Mileth College / Rucesion / Suomi
This accord formalizes an agreement between the Coliseum Arena, Hwarone, Mileth, Mileth College, Rucesion, and Suomi, hereafter known as 'the signatories'.
I. Territory Types

States
States are territories aislings may hold citizenship in.

Sovereign States: Hwarone, Mileth, Rucesion, and Suomi
Sovereign States are states with citizenship and aisling self-government.
- Hwarone consists of all lands on the continent of Medenia.
- Mileth consists of Mileth Village (excluding the Shrine of Glioca), Mileth Fair, East Woodlands, Mileth Sgath Pit, Gigean's Dwelling, and other territory normally accessible only by crossing a Mileth threshold or holding Mileth citizenship.
- Rucesion consists of Rucesion Village (excluding the Shrine of Luathas), Dubhaim Castle (excluding the Shrine of Sgrios), Mileth Sgath Pit, Gigean's Dwelling, and other territory normally accessible only by crossing a Rucesion threshold or holding Rucesion citizenship.
- Suomi consists of all territory normally accessible only by crossing the Suomi border or holding Suomi Citizenship, excluding the Shrine of Deoch.

Other States: Loures and Tagor
Other states are states with citizenship but no aisling self-government.

Sovereign States: Hwarone, Mileth, Rucesion, and Suomi

Sovereign Territories: Coliseum Arena, Mileth College, and Religious Temples
Sovereign Territories are territories in which no citizenship is offered, but possess forms of aisling self-government and the ability to restrict access to the territories under their control.

Neutral Territory
Neutral Territories are territories not under the control of a Sovereign State or Sovereign Territory.

Dojo
The dojo is a special neutral territory outside of the jurisdiction of all signatories for enforcement of sleephunting. No signatory may prosecute an aisling for sleephunting in the dojo. All other crimes occurring in the dojo may be prosecuted.

Mail, Whispers, and Worldshouts
For purposes of jurisdiction, mail, whispers, and world shouts are considered to be in neutral territory.

II. Jurisdiction

Primary Jurisdiction
Each Sovereign State and Sovereign Territory has jurisdiction over all aislings within their territory.

Jurisdiction in Neutral Territory
- Sovereign States may assert jurisdiction over aislings in neutral territory involved in a case (including those aislings who are citizens of other states or whom are stateless) if one of their citizens is an alleged victim or perpetrator of a crime.
- Sovereign States otherwise have no jurisdiction over non-citizens in neutral territory (barring an arrangement between two sovereign states with regard to their citizens); this includes alleged cases of Mundane Mandate ((Dark Ages Terms of Service)) violations.

Prohibition on Double Jeopardy
Criminal prosecutions are "first come, first serve". No signatory may prosecute an aisling who has already been punished for the same crime per the laws of another signatory or a Ranger.
This prohibition does not, however, exclude signatories from sanctioning their officials for the act of being jailed by a Ranger.

Rangers & Knights
Rangers have universal jurisdiction over all aislings in the enforcement of the Mundane Mandate ((Dark Ages Terms of Service)) and all signatories agree that they may operate freely anywhere in the course of their duties.
Knights act as conflict mediators and assist in reporting abuses to the relevant governing authorities in states and territories. They also report infrastructure problems ((game bugs)) to the mundanes.
Knights are not law enforcers and may not interfere with the internal affairs of the signatories nor pass binding judgments, but may be invited by the authorities of the signatories to assist on a case by case basis or as further defined by signatory laws. (Refer to post 530 titled "Mundane Mandate" on the Events of Temuair board.)
III. Official Cooperation & Evidence
All signatories agree to cooperate with each other in the execution of valid legal warrants which require prior action, such as removal from office, in order to execute.
The prosecuting signatory must provide a case file that lists the applicable crime(s), copies of evidence, and a description of the actions necessary to execute the warrant to the appropriate official of the signatory assistance is being requested from.
All evidence for cases which involve more than one signatory must be retained for a minimum of one deoch and provided upon request to an involved aisling or an investigating authority from a involved signatory.
IV. Uniforms
Any policies regarding uniforms may be determined by each signatory independently.
V. Revision
Revision of the Jurisdiction Accords requires the mutual consent of the Coliseum Arena, Hwarone, Mileth, Mileth College, Rucesion, and Suomi via the legislative or policy making process in each signatory.
((OOC: This accord is largely based on Kru policies regarding in-game player institutions which cannot be changed simply by revising this accord. These policies include, but are not limited to:
