Hwarone Laws

Admin Note: These are the laws of Hwarone (Noes) as of 206.06.11 (September 4th, 2024). While I attempt to keep this page updated with any revisions, the in-game Hwarone Law Board is the final, definitive authority on what is current law.

Magistrate Ranks and Roles Law

Below are the ranks and roles within the Hwarone jurisdiction.

I. Military Ranks

  • a. Soldier
    • Responsibilities: A soldier of Hwarone is responsible only for the optional attempt to participate in the war kills.
    • Requirements: To become a soldier, you must obtain 200 war kills.
  • b. Captain
    • Responsibilities: Captains are responsible for upholding the Hwarone law to the best of their abilities, arresting Aislings who violate said laws, and under circumstances prevailing, removing soldiers.
    • Requirements: Captains are appointed after obtaining 500 war kills and getting 1 vote from a Delegate and 1 vote from a Counciler.
  • c. General
    • Responsibilities: Generals are responsible for upholding the Hwarone law to the best of their abilities, arresting Aislings who violate said laws, training Captains, and under circumstances prevailing, removing Captains and Soldiers.
    • Requirements: Generals are appointed after obtaining 1500 war kills and getting 2 Delegate votes and 2 Counciler votes.

II. Government Roles

  • a. Counciler (Council)
    • Responsibilities: The council is responsible for maintaining the Hwarone budgets, taxes, import, wars, trials when applicable, and voting and uploading new laws to the Hwarone Law post.
    • Requirements: Councilers are appointed after obtaining 100 million gold in support of their campaign and 5 public votes.
  • b. Delegate
    • Responsibilities: Delegates are responsible for creating and organizing new laws for voting upon, delegating appropriate council members to post, legislative oversight, and under circumstances prevailing, removing councilers.
    • Requirements: Delegates are appointed after obtaining 100 million gold in support of their campaign and 3 public votes.

Hwarone Officer Discipline Law

Hwarone officers holding ranks of Captain, General, Council, and Delegate must pledge to uphold the law without bias or influence.

Officer Malpractice

Any officer caught in violation of a conduct defined by the roles of their rank will be given a warning. This includes voting using more than 1 spark (using more than 1 alt to vote on a proposal), improper conduct (engaging in acts of harassment or forbidden speech), and other instances of lesser criminal activity.

Abuse of Power

Any officer found to arrest an Aisling without legal reason or without evidence of a crime shall be removed from office without warning. If this individual is unable to be removed, aka a Hwarone General, the case will be given to the Ranger team for further investigation.

Forbidden Hunting Law

Forbidden Hunting is defined by the act of hunting, improving spells, or moving whilst being unresponsive to official investigation.

Evidence Collection

Evidence of this crime must be captured in either video form or F12 screenshots. Evidence must show the defendant moving, using spells or skills in at least 3 instances.

  • Investigation Requirements: The investigating officer must be in uniform when conducting an investigation and must use outloud speech and whispers to attain the attention of the target.
  • Arrest Procedure: If the target is unresponsive after the speech and whisper has cleared, and all evidence sufficient for prosecution has been collected, the investigating officer may attempt to arrest the individual for Forbidden Hunting.

Law Proposals Law

Law proposals may be written and posted by Hwarone Delegates. A proposal must state clearly which type of proposal it is.

Amendments

Amendment proposals will cover changes to an existing law. The proposal must state clearly the exact changes made to a current law, and a reason for the proposal to amend it.

New Law

A new law proposal must clearly explain all new information that is to be posted if the law is to succeed.

Voting and Approval Process

Any amendment or new law proposals will be required to be viewed for 2 moons (1 week) and must receive a majority positive vote in order to succeed.

  • Voting Restrictions: Only 1 sibling under the rank of delegate is able to vote.
  • Penalties for Tandem Voting: Any siblings caught voting in tandem or more will have their votes removed from the record and a warning shall be given to each.

Hwarone Forbidden Acts Law

Forbidden Hunting

The act of hunting whilst being unresponsive. (See Forbidden Hunting Law)

Harassment

The regular instance of insulting, harming or following an individual after being told to stop said activity more than twice. This action must be in person and verbal recognition of unwanted behavior must be documented and reviewed by a peer or superior.

Offensive Language

The act of saying, bypassing speech regulations, to speak language that is deemed illegal by the ((ToS)).

Officer Licenses

Officer licenses are given to any officer who has shown to understand the investigation techniques and evidence taking protocol of the crimes listed by Hwarone Law. A license may only be granted by 2 reviewing licensed superiors, being in the ranks of General, Council or Delegate.

Once licensed, an official is free to investigate crimes under Hwarone Law and post reviews to find a consensus verdict that may result in a Hwarone Arrest if deemed appropriate by the reviewing parties.
