Undine was once considered a possible second state for aisling citizenship in Deoch 5 before a vote by aislings ultimately choose Rucesion. Over a century later, Undine citizenship was granted to only one aisling: Master Ranger Ishikawa.
It is not possible for other aislings to become a Undine citizens at his time. Curiously the awakening point for Undine citizenship is not in Undine itself by rather in neighboring Suomi at the Suomi Inn.
