Novus Imperia History: Classical Novus Era (Deoch 25-39)


Early Novus
Deoch 25 - 27

In the early days Novus Imperia was often known as "that crazy guild that wants to take over Mileth". It largely followed it's own path and had no connections to other guilds or Temuarian power structures.

Leaders Ramanayan, Morfeen, and Cyphir as well as other members entered full time into Mileth politics. Young, brash and incredibly arrogant, within just a matter of moons Novus Imperia office holders wrecked havoc with Mileth's political establishment by proposing radical new laws, attacking rivals and all in all strong arming their way up the political ladder.

Aisling Act Showdown

These efforts did go long without a response from the establishment. Elder Mileth Burgess Graynemeade eventually passed a controversial amendment to the Mileth Charter called the "Aisling Act". The Aisling Act vaguely defined and outlawed any attempt by a group to seize control of Mileth Politics. Novus Imperia's leaders concluded the Aisling Act was aimed directly and them and presented a mortal danger: it had to go.

Unable to muster the votes in the Demagoguery to repeal the Aisling Act, Novus Imperia approached a Mileth Judge named Axamander. While no friend to Novus Imperia (indeed Axamander and Ramanayan clashed multiple times politically before the Deoch 20s) he considered the Aisling Act the worse piece of legislation he had ever seen and would support it's removal. To do this Axamander invoked a hereonto little used clause in the Mileth Charter: one that allowed a judge to deem any law unfit, unfair or impractical. With the support of another official said law would become void.

Together Judge Axamander and Burgess Morfeen had the Aisling Act deemed void** and burned it from the law boards. All was quiet after for a moon.

Then suddenly Ramanayan, then a Demagogue, found his clout being attacked by Graynemeade. Walking to the Village Hall to attempt to defuse the situation, Ramanayan found himself assaulted on the paths of the Mileth Commons. Finally reaching the hall, only to find it stacked Graynemeade and her allies refusing to talk, Ramanayan beat a hasty retreat until his own allies could be assembled.

Not long after most of Novus Imperia's political officers had mobilized and returned to the Village Hall. Burgess Morfeen respectfully asked Graynemeade to cease her attacks while they discussed the situation. Her response was to politically attack Morfeen instead.

After running through some numbers scenarios, Novus Imperia concluded they sooner or later they would run out of clout before Graynameade and her allies did. However it was pointed out at that at the moment Graynameade was not a Burgess. After her term had expired she had become a Respected Citizen. A Respected Citizen with a massive amount of clout - but a Respected Citizen nonetheless.

Within moments of this discovery Ramanayan used his power of demotion* on Graynameade - knocking off 20 of her clout for every 5 of his. After 5 demotions she was out of clout and removed from office. Burgess Morfeen applied the same tactic and eliminated Demagogue Bluepowder from office.

The attacks stopped. The Aisling Act was gone for good. Novus Imperia was victorious. This incident remains the only time that Novus Imperia fought an all out clout battle.

* - The power of demotion at that time was not regulated by law as it is now.
** - Since the Aisling Act was a Charter Amendment, and not an ordinary law, it was actually unlawful for Axamander and Morfeen to void it. At the time however no one on either side of the conflict realized this (or if they did, they did not press the issue).

After the political turmoil Novus Imperia turned it's attention to hosting the Mileth Fair. But before then Guild Leader Ramanayan achieved the status of Lord of the Arts (the second ever in Temuair; Deksar being the first) and would henceforth be known as "Lord Gnaeus Ramanayan Caesar".

When the Mileth Fair did open in Deoch 26 it was a great success and Novus Imperia gained much popularity from it. However, the seeds of discontent had been growing between then Prime Minister Cyphir and Foreign Minister Morfeen over a variety of issues. Ultimately Morfeen wanted more power but was criticized widely by the member base for abusing his existing powers.

Finally in Deoch 26 Morfeen was exiled from the guild after illegally exiling Cyphir. As both men, along with guild leader Ramanayan, were involved in Mileth politics, what began as a guild conflict soon spilled over into the political area and then even into the religious areas. The conflict was settled when all parties decided that mutual destruction of their interests of across Temuair served no purpose. All agreed to go their separate ways. All in all this was generally regarded as the worse internal conflict Novus Imperia had up until the "Times of Troubles" some two decades later.

Battle for Mileth
Deoch 27 - 32

The guild Anaman Pact had previously dominated Mileth Politics in the pre-Deoch 20s before Imperium and Novus Imperia were active. Eventually it's power was destroyed when it's leader Burgess Hollie was removed by the mundanes for various abuses.

By Deoch 27 Novus Imperia and a resurgent Anaman Pact under the leadership of Cazia (later with her consort, Beardog) had become bitter enemies. Slowly Mileth politics had become dominated by members of Anaman Pact and it's allied guild Shin Hwa lead by Drktemplar.

Anaman Pact and Shin Hwa attempted to keep tight control over the political system with hordes of hubae-clout monks. Novus Imperia and it's allied guild Lost Souls continually fought Cazia and her supporters in the political arena.

By the time Deoch 28 came around Ramanayan and Cazia would be continually locked in a political "cold war" of sorts for the next four deochs. All out conflict between the two sides never actually happened but battles between "proxies" were fought between the two sides regularly. These battles generally were attempts to lay politically motivated criminal charges on officials loyal to each side or pass legislation that would be beneficial/harmful to one side or the other.

Why did Novus Imperia and Anaman Pact become enemies?

Asked this question in Deoch 110, Ramanayan reflected back on decades of experience and knowledge learned since the conflict ended to give these three primary reasons:

1) Novus Imperia of this era was much more aggressive and less willing to compromise. One joke was that Novus Imperia's leaders had a 255 maxed stat for arrogance.

2) Difference in judicial philosophies: Novus Imperia favored passive law enforcement (keeping hands off unless something was reported) while the Anaman Pact generally opted for a more direct and active approach ("If we don\'t see any criminals - we will go and FIND them.")

3) Difference in legislative philosophies: Anaman Pact legislation tended to favor exact, specific and often complex procedures with elaborate punishment systems (demerits, probation) should anyone run afoul of them in the slightest; Novus Imperia on the other hand tended to favor a "big picture" overview in legislation, rather then worrying about small details and exact procedures.

Because of the massive amount of hubae-clout slaves owned by the Anaman Pact (counted to be 50+ at one point) Novus Imperia faced increasingly difficult times in the political arena. It\'s objective had changed from "governing Mileth in our way" to the most desperate "stop the Anaman Pact from governing in theirs".

In Deoch 29 Novus Imperia entered into negotiations with the guild Lost Souls to forge an alliance. Lost Souls Leader Shockage had previously been the victim of Anaman Pact\'s style of government and was keen for new allies. Anaman Pact spies in Lost Souls stole a copy of the preliminary secret treaty between Novus Imperia and Lost Souls and posted it\'s contents to the Mileth Political Discourse board as "evidence of Novus Imperia\'s scheming" and as embarrass Shockage into withdrawing. The effect was the opposite: and the now public Novus Imperia-Lost Souls alliance was signed within hours.

Around this time a memorandum of understanding was reach with leader Veneficius of AcademieArcanus. Although not a formal alliance, the two guilds agreed to cooperate on matters of mutual concern, including the situation in Mileth Politics.

The two sides fought on for another Deoch without respite. Things finally came to a head in late Deoch 30 and into early Deoch 31. Believing their political power to be secure enough - Beardog had Ramanayan charged with some eight crimes - mostly political and procedural in nature. While each charge alone would be harmful, but hardly fatal, all eight at once would carry a length exile and barment term. Ramanayan evoked his right to a trial at once.

And so began one of the most watched - and flawed - trials in Temurian history. Beardog would serve as judge and his wife Cazia has prosecutor. The two even dug out Morfeen, still bitter over the guild affair with Cyphir some deochs earlier, to serve as assistant prosecutor. Ramanayan elected to represent himself during the prosecution\'s phase, and retained Gramial High Priest Angelique to serve as his counsel during the defense phase.

Despite demolishing the vast majority of the case against him (one minor charge involving interpretation of the jurisdiction accords was debatable), Ramanayan was nonetheless convicted thanks to Beardog packing the jury with his cronies. This was speculated as soon as the trial adjourned - as one of Ramanayan\'s own agents in the jury (not enough of them to secure an acquittal) presented a journal of the jury chat - showing that the verdict and sentence was agreed on long before the trial was over. Cazia herself would confirm from the other side that the trial was rigged decades later.

Worse yet was that Ramanayan\'s old nemesis Fenna had made an appearance at the trial and submitted some 13+ deoch old memories from the Fiosachd Conflict. Beardog allowed these to be admitted and added intimidation to the list of charges during the trial itself!

Thanks to these extra charges Beardog was able to manipulate Mileth Law to have Ramanayan sgathed and permanently exiled from Mileth. With Ramanayan disgraced and out of Mileth Politics - much more resistance would there be against the Anaman Pact? For the moment it seemed as if Anaman Pact had won the war that night of the trial.

They thought so to for in Deoch 32, Cazia and Beardog opened and celebrated what they dubbed the "Temuair Fair" (really Mileth Fair VI). A King and Queen Contest (won by Anaman Pact and Shin Hwa cronies - no doubt thanks to their hubae/clout slaves), Pet Auctions and the King\'s Quests were several of the featured events. Cazia and Beardog, in their Mileth Judge\'s uniforms, lorded over all events. The future seemed to be theirs for the taking - but history would record the Temuair Fair as their final triumph.

Cazia and Beardog\'s downfall would be swift. After narrowingly overturning an arrest by Ranger Veneficus against her (for "crimes against all of Temuair") Cazia apparently felt confident enough to begin acting in the name of the mundanes. This would prove to be a fatal mistake: and a very understandable arrest warrant was issued by the mundane themselves.

What followed Cazia\'s arrest would be one of the most memorable events in Temurian Political History. Cazia\'s sister - a Burgess of Mileth - burned illegally every law on the board and posted a new "Aisling Freedom Act" in it\'s place. Cazia and Beardog then began mass illegally sgathing many of their enemies across Temuair. If they were going to out - it would be a bang it seemed.

For almost a moon Temuair held it\'s breath as Mileth officials and Rangers worked to combat the pair - who would continually drop in and out of Temuair to avoid removal and/or arrest. Mileth temporality posted it\'s laws on the Gramial Fellowship board to avoid removal. Cazia and Beardog responded by spamming the board to make them fall off. High Priestess Angelique at one point had to physically stand guard on the board to prevent this from happening.

Eventually the mundanes stepped in and the pair were caught and sent into exile. The Anaman Pact effectively dissolved for decades as it\'s members left en masse and Shin Hwa ceased to be a relevant player in politics shortly thereafter.

Ramanayan, with most of his political enemies out of the way, quickly had his case reviewed and exile overturned. The sgath scar was also removed by the mundanes.

With the fall of the Anaman Pact a new era was set to begin in Mileth.

Golden Age
Deoch 33 - 37

With the defeat of Anaman Pact in Deoch 32, Novus Imperia history entered a new phase. Membership in the guild grew rapidly. No longer embroiled in a continued battle, the guild began to expand in other directions and towards new horizons.

With a political power vacuum created due to the end of the Anaman Pact/Shin Hwa regime in Mileth - Novus Imperia and it\'s newly revitilized officials emerged as a major player in the new government. In Deoch 33 Ramanayan triumphanty returned to the Demagougery and began to slowly but surely revise large portions of Mileth law. This process continued until Deoch 35 when many of the old allies of Anaman Pact united for a final time to once again do battle with Novus Imperia.

This time the battle would be fought in the chambers of the Mileth Demagoguery. It began when Burgess Nyie invoked the right of Burgess to remove the "Temuair Law Establishment in Mileth Guideliens" law. This law prevented aislings with so many arrest marks from holding certain offices in Mileth.

Almost immedatiely several jail-mark ridden aislings jumped into office. Seeing this as the greatest legislative threat since the "Aisling Act", Ramanayan moved quickly to introduce two motions - one to block the removal and restore the TLEMG; a second to amend the Mileth Charter to prevent the right of Burgess power from working instantly. (Otherwise Nyie, or another Burgess, could simply remove the law again and force another moon vote to block his removal.)

The amendment was called the Liberty Act. Massive clout reserves from days of the cold war between Novus Imperia and Anaman Pact, originally intended for use in a possible armageddon political battle, were called upon to place officials in office in an attempt to turn the tide.

At the end of the moon voting period Ramanayan and his allies had secured the 2/3rds majority required, with no votes to spare, to pass the charter amendment. The last of the old guard were finished and vanished from the political seen.

From Deoch 35 on Ramanayan was the de-facto undisputed Master of Mileth. Ramanayan worked for another two deochs revising and improving Mileth law until he finally considered his work done and voluntarily stepped down from power in late Deoch 37.

The tradition of Novus Imperia hosted events continued with the "Loures Murder Mysterious" widely considered to be the first true "epic event" the guild had hosted. A very successful event, it was followed up by "Mysteries of the Dubhaim" two deochs later.

The government of Novus Imperia remained much the same style with the addition of several new ministries over the deochs. The position of Prime Minister, however, was declared inactive. It would not reappear for many deochs. Overall the government during this period was one the most stable ever known with hardly any internal problems.

With the highest caliber of members, a harmonious guild government, political power, and a tradition of epic event hosting this period would later become known as the "Golden Age" of Novus Imperia.

First Intermediate Period
Deoch 38 - 39

Ramanayan left for a military command late Deoch 37 ((in real life: to try out the newly released Star Wars Galaxies MMO)). Longtime guild council member and Mileth judge Tenebres was chosen to serve as the guild leader during Ramanayan\'s absence.

While this period was without any major problems - slow stagnation and decline had started to set in. Little internal progress was made in the guild, no events were hosted, and so forth.
