The City and Government of Hwarone hereby recognises the need for law and order within its boundaries, as well as its territories over the entirety of Medenia. Given the utter failure and lack of feasible enforcement of all preceding legislation, the Government of Hwarone hereby repeals all legislation predating the Cherry Blossom Accord so that the Government is unrestricted and liberated to legislate functional and serviceable legislation.

1. The Great Repeal
All Legislation preceding the Cherry Blossom Accord will be repealed with no exceptions save for the Jurisdiction Accords.

2. Interim Governance
During the period which the Cherry Blossom Accord is in effect, no law may be enforced in Hwarone, save for the Mundane Mandate. Captains and Generals may freely enforce the Mundane Mandate, should they not be able to locate a Ranger. Abuse of the Hwarone arrest power will be referred to the mundanes for punishment.

3. Assumption of Office
All Aislings wishing to take any office during the period for which the Cherry Blossom Accord is in effect may do so; they should note, however, that subsequent legislation may declare them ineligible for office (due to previous violations of the Law or the Mundane Mandate) and call for their removal. Common sense should be exercised.

4. Ordinary Functions
All Officials are free to carry out their ordinary day-to-day functions, such as the declaration of war, victories, losses, taxation, goods importations, and others. The rules set forth by the mundanes of Hwarone regarding these functions should be closely adhered to.
